My best guess is that it is legit, but, Backweb sometimes slows the computer down some with all it’s online hidden updates.
These are usually installed with a new computer bundled with the new software package. The updates it’s referring to are the updates to programs that you may or may not be using.
Backweb usually ‘phones home’ with the details of the currently installed software. I always remove ‘backweb’ and if an update is necessary, I do it manually.

Backweb is usually legit. Why don’t you instant chat HP support or call them and ask.
